It's still unclear to me that this is a kernel bug and not a bug in how
Qemu sets up the ACPI tables given the very specific qemu.conf.

Booting the Resolute image in Qemu using ACPI and lots of PCI devices
work fine. So there is something in that qemu.conf that triggers the
error.
