I have looked into this some more and it seems that the problem is related to an out-of-date perl toolchain. The current version of perl on Noble is 5.38, whereas the installations in the bug reports have all had 5.36, 5.34, or lower. This is most likely why purging lintian or related dependencies works as it pulls in the later versions.
