Back in 10.6.0-2 (right after where we branched for oracular) we changed
a lot of wher which files reside. That was yet another step in splitting
up libvirt which Ubuntu fully joined a while ago.

But it was found in Debian (https://bugs.debian.org/cgi-
bin/bugreport.cgi?bug=1094583) that the logic we had to handle conffiles
can lead to losing them making it impossible to start guests at all.

Andrea has done some great debugging together with the reporter Kevin,
the same would affect Plucky as well. Beta testing has started just now,
but there is no reason to wait until this happens to be found for an
even later panic.

The fix has some pro's and con's, but I agree to Andreas that it is better than 
the former state.
I consider this release blocking for reliable usage of the virt stack for 
upgrading users.
