There is a known cloud-init packaging issue in the upgrade path which

The initramfs issue that was originally reported does not appear to be
related to cloud-init.

Netplan also doesn't run in initramfs. This also appears unrelated to
the original bug.

I don't think that the original report and the symptoms described in the
first comment are related, so I'm marking cloud-init as invalid for now.
Please provide more information if you still believe that this issue  is
caused by cloud-init.
