For Noble OEM 6.11, after testing with 6.11.0-1018-oem kernel and linux-
firmware 20240318.git3b128b60-0ubuntu2.11, the issue is gone.

There is something needs to be clarified:
The bug is meant to fix only Noble OEM 6.11. We have SRUed to Noble 
linux-firmware since Noble OEM 6.11 uses it. Since the Oracular linux-fimrware 
should be newer than Noble, we have also submitted SRUed to it. 

For generic Noble and Oracular, we didn't mean to enable them despite
the SRU of linux-firmware (we also didn't submit any kernel patch to
generic kernel). So I only tested them to make sure there is no
regression on these kernels with the new linux-firmware:

1. Noble: Noble 6.8.0-56-generic and linux-firmware 
20240318.git3b128b60-0ubuntu2.11, there is no regression.
2. Oracular: Oracular 6.11.0-21-generic and linux-firmware 
20240913.gita34e7a5f-0ubuntu2.6, there is also no regression.

I'm not sure if I can modify the tag, so I'll leave the tag unmodified
for now.
