'apt' also allows to install local packages, if you point it to a local package 
using a local path, like:
apt install ./*.deb
it has the advantage that it resolves the dependency chain nicely
but, yes, 'dpkg -I' is a valid alternative

I'm a bit confused that the verification worked fine here on noble:

(just a wild guess) Since KVM has also kernel parts, this might be due to a 
different (maybe outdated) kernel?
Can you check if you are on the latest kernel level (and having it active: 
uname -a)?
