Thank you for reporting this bug! I've been attempting to recreate this issue without success. Could you please provide some more details on the steps you took to produce this failure?
I did try using your autoinstall, installing the `nvidia-drivers-550` package, and performing a system upgrade; but was unable to cause the cloud-init install crash. Any details on other packages or system updates you performed, and when, may be useful.
