* Backport LLVM 18 to Focal (LP: #2075477).
* d/p/ubuntu-focal-riscv64-revert-v2-abi.patch: add a patch to fix
linker errors on RISCV64.
* d/control: disable Intel IPT on i386, as libipt-dev is not installable
on Focal.
* d/control: replace uninstallable hello:i386 with libc-dev for placeholder
purposes.
* d/rules: disable ocaml support for RISC-V, we did not have proper OCaml
support for RISC-V on Focal.

* d/control: use gcc-10 and g++-10 to replace default GCC version
