Hi again Nilesh.

After our last call, we kept only once cinder-volume active at all
times. Things did seem to improve at first, we could not only create
many batches of volumes without issues but also create VMs with boot
volumes and those volumes got correctly created and the VMs started
well.

But, after some time, things got worse again. Even with still just one
cinder-volume unit active, the same behavior of volumes getting stuck at
downloading started happening again.

I'm attaching those logs below. Unfortunately they were not truncated
before the test, but there are some notes about the volume IDs that you
can look for in the logs.

Also of mention is that even when everything seemed to be working ok for
creating the volumes, we were still having some hangs when deleting
them. This might or might not be related to the same issue.
