power sink mode.
ucsi-source-psy-USBC000:002: The power supply is currently offline.
No power supply reported online and no discharging battery found, assuming 
system is running on AC.

In the absence of any other power supply, and with no battery, it assumes AC 
power is on.
So it's the (almost) default setting in on_ac_power which is incorrect.
