All of my Intel NUcs report the type-C port being in sink mode.
None of them can be powered by a USB-C port.

Even plugging in an external drive leaves the system reporting them all
in sink mode.

According to https://www.ti.com/lit/wp/slyy109b/slyy109b.pdf that is correct.
A sink is a port that will supply power to a peripheral.
A source is something that can "obtain" power for the system.

So I think you have your definitions reversed?
