I could sort this problem out today by downloading libcurl4t64_8.5.0-2ubuntu10.3_amd64.deb from "https://answers.launchpad.net/ubuntu/noble/amd64/libcurl4t64/8.5.0-2ubuntu10.3"; and installing it before installing apache2.
