It is difficult to demote libglib2.0-dev to universe. There are a very large number of -dev packages that depend on it and we would need to list every one of those in Extra-Exclude. I have some experience with that as we partially did this to build libglib2.0-dev with a sysprof dependency before we did the sysprof MIR.
