I tried it using X11 or Wayland. Both show the same beavior. I also switched to another desktop manger (from gdm to sddm) but the behavior is the same. I created a new user but also the behavior is the same. I downloaded a live image of Ubuntu Studio and started it from a usb stick, so all was fine. I guess the problem is in the deep of the system, maybe the kernel, but I do not have the knowledge to investigate it.
