It sounds like some core packages got removed during the upgrade
process. That has happened in the past due to unresolvable dependency
issues. But it's relatively rare.

Please try:

  sudo apt update
  sudo apt install --reinstall ubuntu-session ubuntu-desktop

and reboot. If the problem is still not solved then I would recommend
installing the official release from:

  https://ubuntu.com/download/desktop
