I'm afraid we can't change the release archive once its published, I
think the best bet is shipping a backported awscli in noble-updates, but
I also don't know what else is missing.
Arguably we could come up with some mechanism to remove entries in an
overlay of the Commands file in -updates but we don't have one yet.
