The patch for Windows chainloading is prepared and will be uploaded for oracular beta, as this is a supported feature for Ubuntu installs and unfortunately got broken by accident.
And yes the 32-bit EFI GRUB was clearly considered and discarded, no one has cared about it for years. Most old devices we care about can boot in BIOS mode, and newer ones (as in >=2013) can all boot in 64-bit EFI mode. 32-bit EFI is a relic of 2006 Core Duo Macs, ancient Bay Trail tablets that no one uses or cares about.
