The same or similar problem is found in Ubuntu 24.04 kernel 6.8.0-41-generic on HP EliteBook 860 G11 with Core Ultra 7 155H.
Flickering is visible on the internal display and the USB-C-connected HP E273p monitor. It looks like small rectangular areas randomly located on the screen, moving around based on opened windows and mouse position.
