I have the same issue with Ubuntu 24.04 (kernel 6.8.0-41-generic) and a
Dell XPS 13 9340 with the non-touch internal display. External monitors
are no problem. The horizontal lines only appear when moving the mouse.

My hardware:
- Base: XPS 13 9340
- Processor: Intel(R) Core(TM) Ultra 7 Prozessor 155H (24 MB Cache, 16 Cores, 
up to 4,8 GHz)
- LCD: 13,4", FHD+ 1.920 x 1.200, 30–120 Hz, ohne Touchfunktion, reflexionsarm, 
500 cd/m2, EyeSafe, InfinityEdge
- Memory: 64 GB, LPDDR5X, 7.467 MT/s, integriert, Dual-Channel
- Hard Drive: First Drive M.2-PCIe-NVMe-SSD mit 2 TB
- Graphics/Video memory cards: Intel ARC Grafik

The issue is fixed when upgrading to `sudo apt install linux-oem-24.04`
(`6.8.0-1011-oem`) as suggested here:
