Indeed, "sudo update-apt-xapian-index" fixes the issue, but it shouldn't
be necessary.

I saw there is a weekly cron job that runs this update, but it may take
several days until it runs the first time.

Maybe there should be a job or service that runs on first boot after
installation that tries to run this update command until it succeeds (an then
disables the job/service itself)?
Or maybe the installation process should copy the xapian index that is present
(I think) in the installation media to the installed system?
Or maybe Muon should run this command on first start if the xapian index
doesn't exist? (Maybe the best option)
