The entry on the OpenPrinting web site was entered via an input form for user contributions and therefore it is not in the Foomatic database (foomatic-db). system-config-printer relies on the locally installed PPDs and PPD generators (the Foomatic database is one of them, another is Gutenprint, see output of "lpinfo -m").
