My setup used to work. Then stopped working. With the same external
cables. And one port always works, two others don't. I doubt, that there
is a problem with the internal cabling quality, if there even is any.
And if there is, the cables are to short that quality would matter.
Anyhow, I have full USB 2.0 on all ports in WinXP.

I have to try another kernel and see what happens then. I myself do not
have any idea what qualifies as HUB and what is a native port either.
Have to read up on that. So far my theory is just speculation.
