The change to sources was in my EOL link (https://help.ubuntu.com/community/EOLUpgrades)
As for it still responding 19.10; if you're talking wallpaper; that isn't changed, as I suspect users would be horrified if their beloved wallpaper was changed on upgrade; so it's left alone (even it's the prior default wallpaper).
