Yes, dconf-editor shows `show-icons` as false under `gsettings set 
org.gnome.gnome-flashback.desktop`
as you suggested in the ask ubuntu question deactivating conda allowed me to 
run gsettings set org.gnome.gnome-flashback.desktop show-icons false which 
immediately removed the icons, and thgey are still absent on restart
i will now mark this bug closed
