Can you install `dconf-editor` and open it from Applications menu? Does
it shows `show-icons` as false under `gsettings set org.gnome.gnome-
flashback.desktop`? My guess is that it will be true...

As you told, this works with new user so this is not bug in `gnome-
flashback` but some configuration problem. Could be that `conda` (if
that is from where your `(base)` is coming) is changing environment in
way that causes gsettings to use different/other dconf database.
