It's fine to report to the distribution/Ubuntu first in that case. The behaviour you describe doesn't seem like something that is due to an Ubuntu change or specific to Ubuntu so after looking at it we are suggesting it gets reported upstream. If you can do it that would be best since you can reproduce the problem and are able to provide details, if you prefer us to do it and act as relay for questions we can also do that. (also, do you call 'nautilus' the save dialog that let you pick a folder and filename? if so that's not part of nautilus but the standard gtk fileselector widget)
