Public bug reported:

On Ubuntu MATE "Cosmic" 18.10, the extra codecs pack option that appears
either in Start → Updates & extras (Welcome) or in the Audio & Video
section (Boutique) can't be installed (or uninstalled if already there
from a previous version) because of missing gstreamer1.0-fluendo-mp3
package in the Cosmic repos.

I'm not sure if it's a mistake, as it is still listed as recommended for
ubuntu-restricted-addons but is noted as unavailable
(https://packages.ubuntu.com/cosmic/ubuntu-restricted-addons) and should
be fixed upstream, or if it's been replaced by a different package and
should be fixed in the Boutique.
