I love the plan of addressing this from the other side. Specifically try and stop the spin up, not just the spin down. Ubuntu has been getting more and more power hungry, http://www.phoronix.com/scan.php?page=article&item=878&num=1 and this is one big way to address it. If you could park and sleep a drive more more than 10 minutes, it would save a lot of power, and abuse of the hardware.
