I think there's a misunderstanding.  After telling the installer to
install on /dev/sdb (and make it bootable), it asks "Can I install grub
on boot drive?" (or words to that effect) with no further details.  If
you say "Yes", it installs onto /dev/sda.  Not the drive you just
installed on and made bootable.

There is no hint to the user that the way around this is going back a
screen to do a semi-automatic grub install to the desired partition.

If this is working as intended, feel free to keep this closed.  Perhaps
a note can be made in the documentation.
