Andrew definitely has a good point. And a lot of other people have backed him. It's definitely true that we want the head to park as soon as possible after there is no activity. But for some reason Ubuntu is unparking the head, doing something for a split second, and reparking the head at a constant interval. I think it's this behaviour that really needs to be addressed, not power management.
