The option is available in the prefs of dash to dock or via gsettings key. The option was indeed never default behavior in Unity, but we didn't expose it in any official UI but only ccsm IIRC. I can see Tweaks growing this option, similarly than ccsm, as the code is already there, for people who want to tweak it this way.
