This actually has nothing to do with the dock/launcher. The decision to make the panel (top bar) transparent was an upstream decision by the Gnome guys. It's just a coincidence that the dock/launcher is also transparent.
I don't like it either. Maybe log a new bug to disable or make the transparency level in the panel (top bar) configurable.
