Maybe this bug is not related to ATI drivers only. This happens on my
system with ATI-Onboard-Grafix:

Trying suspend from GNOME fails with the symptom described above
(machine does not power off, only hard-reset helps). Unloading fglrx
kernel module helps!

BUT: from recovery-mode command-line (where fglrx is not loaded) a
simple "echo mem > /sys/power/state" leads to the same problem (machine
does not power off completely) One the other hand, a
"/etc/acpi/sleep.sh" suspends correctly.
