after some irc help and prying on my own the entire issue was when tzdata did not install/configure. i apt-get remove tzdata then install tzdata . and don't forget apt-get install util-linux . set all my settings /time and date/ and /language/ settings back to English. world is a much better place now. all works no more issues at all. this bug can be deleted for reasons i reported it incorrectly.. sorta
