Fixed in 4.4.0-28? I had this same problem when I updated to 16.4 last month on 4.4.0-24. It worked fine when I booted from any of the 4.2 revisions I had previously (4.2.0-16, 4.2.0-36, 4.2.0-38). Today I was about to try the 4.4.9 kernels and noticed that Ubuntu had 4.4.0-28 available. I installed it and it seems to have fixed the problem. I've only tried pm-suspend once, but it worked right away which hasn't happened in several weeks for me.
