Since 1.10.3 is not available for xenial, I tested with the willy 1.10.3 package and could _NOT_ reproduce this issue. (Package: http://apt.dockerproject.org/repo/pool/main/d/docker-engine/docker- engine_1.10.3-0~wily_amd64.deb)
