No, we can't *re*name devices to names which are also (potentially)
being used by the kernel. That has been a major race condition which was
one of the major reasons to get rid of the old persistent-net-generator.

It *can* get a name like "ibmvethX", though, as that does not collide.

Yes, if we go back to the persistent-net approach, we'll match on
DRIVERS=="ibmveth".
