In as far as I know, mc is now finally on autosync with Debian again, so the reason xenial still ships 4.8.13 is that up until now it's the version we have in unstable. I've seen Dmitry uploading 4.8.15 to experimental, but I'm not quite sure why the transition from experimental to unstable has been blocked.
