You should just set texlive-lang-cjk as an *actual* Suggest: for ghostscript, not a Recommend: Why? - Well the Ubuntu image will not contain that package nor any texlive packages so the bug will still be present to the relatively few affected. For them to fix they'd need to install texlive-lang-cjk manually anyway. (here texlive-lang-cjk is not a *listed* Recommend: of ghostscript or libgs9 or libgs9-common
