No, it does not. Installing grub to the wrong place because you manually chose it is not a bug. Installing grub to /dev/sda by default when your computer actually boots from another drive is also not a bug, because unfortunately, there simply is no way to detect which drive the computer boots from due to the limitations of the pc bios. If grub outright failed to install, then there *may* be a bug.
