I had the same issue. After reading the example config file ( /usr/share/popularity-contest/default.conf ) it seems that the configuration script failed to add the following line to /etc/popularity-contest.conf SUBMITURLS="http://popcon.ubuntu.com/popcon-submit.cgi";
