Sorry, I have to reopen this.  Setting the time zone from system-
settings on an n10 does not work, but I can set it from the command
line.

root@ubuntu-phablet:~# system-image-cli --info

When I type in "New Y" in the UI, I see "New York City, New York, United
States" in the suggestions.  Clicking on it turns the letters red and
removes the keyboard, but the time zone doesn't actually change, and
arrowing back a level still shows UTC+0.  However, I can do:

root@ubuntu-phablet:~# timedatectl set-timezone US/Eastern

and both the timezone via command line and touch ui clock get set
correctly.
