Hm.

Two system upgraded from (some) *buntu 13.10: have always had pm-utils; KDE 
scan't suspend/hibernate.
Fresh Ubuntu Gnome 14.04 install with added KDE: did not have pm-utils; KDE can 
suspend after manually installing pm-utils.
Fresh Kubuntu 14.04 install: had pm-utils out of the box; KDE can 
suspend/hibernate.
