I had to boot from a 13.10 ISO and then run the following to fix this:

sudo add-apt-repository ppa:yannubuntu/boot-repair
sudo apt-get update
sudo apt-get install -y boot-repair 
boot-repair &

I hadn't run a grub-install directly in the past. No UEFI. Multiple hard
drives, dual boot on primary.

The only drive that had its Grub corrupted was the primary Ubuntu boot
drive, which the upgrade corrupted.
