There is conflict between libboost1.53-tools-dev and libboost1.54-dev=1.54.0-2ubuntu3 (saucy version) but that should not cause upgrade/dist-upgrade failures. libboost1.53-tools-dev is not in trusty at all, and thus not supported. Somebody can prepare an SRU for the libboost1.54 (universe) package for saucy to resolve this problem and i'd review/sponsor it.
