Neither libboost1.53-dev nor libboost1.53-tools-dev can be found on my Saucy installation, so I'll assume it's on Trusty despite your chroot shows "saucy-amd64" on your prompt.
On Trusty, I've tried installing 1. libboost1.54-tools-dev first, libboost1.54-dev after. 2. libboost1.54-dev first, libboost1.54-tools-dev after. Both senario works fine on my system.
