That apt-cache policy line shows your ubuntu-system-settings is out of date. The main fixes for this bug are actually in system-image-dbus and ubuntu-download-manager, FWIW. But they all got upgraded in the same image so they will be out of date too. I think you want image #213 which has the newer packages. (AFAICT, I'm not very good at mapping dates to image numbers. This one: http://people.canonical.com/~ogra/touch-image-stats/20140228.2.changes) Also, I didn't try this exact reproduction recipe but I believe it's the same thing.
