OK, so it's not the SUBSYSTEM. The only other thing that could potentially go wrong is the ATTR{name}=="?*" bit, but if installing an old udev on an otherwise current 13.10 works that really shouldn't be the case. But to make sure, can you please check that
cat /sys/devices/pci0000:00/0000:00:04.0/virtio0/virtio- ports/vport0p2/name gives you some non-empty name?
