"empathy-accounts" does indeed open this window, the problem is there is no way to get to this window via the unity/empathy gui, since in unity one is supposed to add ones online accounts in the online accounts thingie( i guess) empathy-skype should register there somehow. "Messaging and VOIP Accounts" window is not used at all in ubuntu/unity.
