Telepathy-haze manages protocols via libpurple (pidgin). skype plugin is a libpurple one.
http://packages.debian.org/unstable/telepathy-haze empathy-account should open "Messaging and VOIP Accounts" window where you can add/remove accounts: "plus"/"minus" buttons just above "Help" button.
